Conservation board is recommending Pueblo get its flow
By Margie Wood
The Colorado Water Conservation Board on Monday formalized its recommendations on Pueblo's application for a recreational in-channel diversion on the Arkansas River through Downtown.
After a two-day hearing two weeks ago, the board agreed to recommend that the water court grant Pueblo 100 cubic feet per second year-round, 250 cfs in April, May and August and 500 cfs in June and July. The city applied for 500 cfs March 15-Nov. 14 each year, but board members noted that they are required by law to recommend the minimum required for a recreational experience.
The city's application is the first to come before the conservation board under a statute enacted in 2001. The city intends to build a kayak course between West Fourth Street and Union Avenue bridges, as part of the Arkansas River Corridor Legacy project.
Although the issues were decided during the hearing, the board conducted a telephone-conference meeting Monday to adopt the exact language of the recommendation.
The city also is seeking an agreement with the water users of the Southeastern Colorado Water Conservancy District on the minimum flow through Pueblo. The district members are expected to discuss the issue at a meeting in Colorado Springs today.
