$3 million in grants pleases conservationists - Rural Legacy funds target two areas of Balto. County
By Ben Piven
Conservationists welcomed yesterday the latest Maryland Rural Legacy grants for Baltimore County - $3 million to protect land in the northwest and northeast sections of the county.
"I'm very pleased. This is more than we got last year, and we've got people lined up to join the program," said Jim Constable, president of the Manor Conservancy land trust group, which works with the county to encourage landowners to preserve open space. The organization helps individuals sell or donate development rights.
Gov. Parris N. Glendening announced Wednesday that the county would get $3 million in new grants. Of that, $2 million will be spent to preserve land in the Piney Run Rural Legacy area in northwestern Baltimore County. The Manor Rural Legacy Area in the northeast will receive $1 million.
Officials have not decided how the money will be spent. The Piney Run Rural Legacy area includes the communities of Upperco, Butler, Armacost and Trenton. The Manor Rural Legacy Area straddles the Harford County line and lies roughly between White Hall and Jacksonville.
Jack Dillon, director of the Valleys Planning Council, said the county has worked with local groups to impose strict zoning regulations and enact land preservation policies, resulting in the successful protection of land in northern Baltimore County.
